What causes this issue?

The system cannot determine the correct transport target for request
&V1&.
The request only contains non-lockable objects, so the system tried to
determine whether it the request followed the standard transport layer.
This was not possible, since the last valid transport route
configuration was not given as a parameter.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
