What causes this issue?

The object name entered begins with the prefix &V1&, which indicates
that the object belongs to <DS:DE.NAMESPACE>namespace</> &V1&. However,
a valid <DS:DE.TRNLICENSE>license</> that would allow changes to be
made to namespace objects has not been entered for this namespace.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
