What causes this issue?

The namespace for object type &V1&, for which a reservation is to be
made, overlaps with the namespace for &V2&, for which a reservation
already exists with a different package &V3& or different reservation
type &V4&. Since both object types, however, have a common storage in
the ABAP Workbench, reservations for these object types must be
consistent.
Explanation: Namespaces in the Transport Organizer and ABAP Workbench
are defined differently: The fact that different transport object types
are distinguished in the Transport Organizer does not mean that these
objects are always stored separately in the ABAP Workbench.
The following object types have completely or partly common namespaces
in the ABAP Workbench Repository:
DTEL Data elements
TABL Tables
TTYP Dictionary table type
VIEW Views
CLAS ABAP objects classes

You reserve a data element name range to be used in the package of your
project. If a developer from another project now creates a table using
the same naming convention, this name is no longer available for
creating a data element, despite the reservation.
To ensure exclusive reservation of a name range, you must make the same
reservation entry for all specified transport object types.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
