What causes this issue?

The object &V1& is locked in request &V2& of user &V3&. This request
was released by its owner, however the release is incomplete, or has
been terminated.

System Response

You cannot edit this object at the moment.

How to fix this error?

Check whether the release of request &V2& is still running, or whether
it has terminated. If the release has terminated, release request &V2&
again.
