What causes this issue?

You want to execute the current valuation area-dependent step for the
key date &V3&. However, the valuation area-independent step &V1& has
already been carried out for the later key date &V2&.
The key date for valuation area-dependent steps must be the same as or
later than the key date for the valuation area-independent steps.

System Response

The step cannot be executed.

Check the initialization key date.
