What causes this issue?

In order to use the Release functionality it is necessary to customize
or setup the framework and it is also necessary that the release is
switched on (either always, conditionally or statistically).

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Please check if one of the above two pre-requisites fail if yes then
correct accordingly.
