What causes this issue?

The global setting is currently:
Repository and cross-client Customizing <ZH>not</> modifiable.
If you want to change the change option in namespaces, name ranges or
software components, you must set the global change option to
<LS>modifiable</>.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Change the global setting to <LS>modifiable</> by selecting the
<LS>Set System Change Option</> function under the <LS>Administration
</> node in the Transport Organizer Tools <DS:TRAN.SE03>(SE03)</>.
