What causes this issue?

The system was brought up to a higher system release by importing the
OCS Queue. The SAP system must be restarted to make this change fully
operational.

System Response

The import process stops until the SAP system has been restarted on all
application servers.

How to fix this error?

Stop and start the SAP system on all related application servers, then
you can continue with and complete the import.

Procedure for System Administrators

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
