Message text: Preconditions have changed; queue is inconsistent
The preconditions have changed considerably since the last time the
installation/upgrade queue was calculated. This queue is no longer
consistent.
Support Packages have probably been imported or the installation was
started or finished in another session (for example, by another user).
The system does not start the import of the existing
installation/upgrade queue. Processing is reset to the initial screen.
Check whether the installation or upgrade package that you want to
import can still be imported into your SAP system. Create a new queue if
necessary.
The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

- Preconditions have changed; queue is inconsistent ?The SAP error message TN534, which states "Preconditions have changed; queue is inconsistent," typically occurs in the context of SAP's transport management system (TMS) or when dealing with background jobs and queues. This error indicates that the system has detected a change in the preconditions that were previously set for a transport request or a job, leading to an inconsistency in the queue.
Causes:
- Changes in Dependencies: The objects or dependencies that a transport request relies on may have changed after the request was created.
- Manual Changes: Manual changes to the transport request or the objects involved can lead to inconsistencies.
- System Configuration Changes: Changes in system configuration or settings that affect the transport process can trigger this error.
- Transport Request Status: The status of the transport request may have changed unexpectedly, such as being released or imported into another system.
- Queue Management Issues: Problems with the transport queue management, such as jobs being canceled or not processed correctly.
Solutions:
- Check Transport Request Status: Verify the status of the transport request in the Transport Organizer (SE09 or SE10). Ensure that it is in the correct state (e.g., released) for processing.
- Recreate the Transport Request: If the transport request is inconsistent, consider recreating it. This may involve creating a new transport request and re-adding the necessary objects.
- Review Dependencies: Check for any changes in the objects or dependencies that the transport request relies on. Ensure that all necessary objects are included in the transport.
- Clear the Queue: If the error is related to a transport queue, you may need to clear or reset the queue. This can be done using transaction codes like ST22 or SM37 to check for any stuck jobs.
- Check for Locks: Use transaction SM12 to check for any locks that might be affecting the transport request or related objects.
- Consult Logs: Review the system logs (transaction SLG1) for any additional error messages or information that can provide more context about the inconsistency.
- Contact SAP Support: If the issue persists and cannot be resolved through the above steps, consider reaching out to SAP support for further assistance.
