What causes this issue?

In Release 4.6C, the language transport technology was switched to the
standard transport tools tp and R3trans.
For reasons of compatibility, the old language tools have been retained
to import language data into systems with a release smaller than 4.6C.
However, this is not possible in systems that run under Unicode.

System Response

Imports into Unicode are rejected.

How to fix this error?

Migrate the data.
