What causes this issue?

The request/task with the selected request type &V1& cannot be created
with this function. The interfaces of the Change and Transport System
were called incorrectly.

System Response

The function terminates.

How to fix this error?

If you want to create the request/task non-interactively using the
interfaces of the Change and Transport System, use function module
TR_INSERT_NEW_COMM_WITH_NAME (no automatic number assignment) or
function module TR_INSERT_NEW_COMM (automatic number assignment).
