What causes this issue?

The Dictionary object &V1& &V2& &V3& belongs to the package &V4&, and
is therefore part of the central Basis System.
The SAPSystem is based on central Basis objects. Modifying these
objects places the correct operation of the entire SAP System at risk.
Furthermore, such modifications could be lost during an upgrade.

Do not modify any central Basis objects.
