What causes this issue?

You want to copy the object list of a Workbench request to the object
list of a Customizing request. This is not possible since Customizing
requests can only include client-specific Customizing settings. This
constraint does not apply to other request types.

Copy the object list of the Workbench request to a request with a
different type.
