authorization is also required if you want to create requests or tasks
for other users.

How to fix this error?

You require authorization S_CTS_PROJEC to be able to change the owner
of the task or request.
To change the owner of a client transport, you require authorization
S_CTS_TR_ALL, for object lists S_CTS_PIECLS.
