    The text in request/task &V1& in the logon language could not be
    changed because:
    the request text was empty or
    no request text exists in the logon language
    Since the request text is entered (in the logon language) when the
    request is created, you may change the text only if there is already a
    request text in the logon language. A request text can exist in all
    languages.
