What causes this issue?

The paragraph you are currently editing is meant to be an outline
paragraph based on the paragraph '&V1&'. However '&V1&' is not the main
paragraph (highest-level paragraph) of an outline hierarchy.

Your structure is not possible.

How to fix this error?

You can only refer to a paragraph which is the highest-level paragraph
in that outline hierarchy and therefore has the outline level '01'
(e.g. a paragraph 'XY' with the attributes outline = 'XY' and outline
level = '01').
