How to fix this error?

The outline level of the "highest-level" paragraph of an outline
hierarchy must always be 1. All lower outline paragraphs are numbered
upwards from there, 2, 3, etc. If a new outline paragraph is created,
it will have the next free outline level. Please enter the value
specified in the message as the outline level for the paragraph.
