What causes this issue?

The specified language version of the style/layout set has the status
"To be translated".

System Response

The language version is not transported.

How to fix this error?

In order to transport the specified language version, you must first
translate and activate it in the source system with the corresponding
maintenance transaction, and then transport the style/layout set again.
