What causes this issue?

To create a scenario, you must enter a scenario type. You can either
specify the scenario type directly, or enter an existing scenario to be
copied (the scenario type is copied with the scenario).
The entries you have made so far are not sufficient.

System Response

The scenario is not created.

How to fix this error?

Enter a scenario type, or, if possible, specify a scenario you would
like to copy.
