    What causes this issue?

    You use the extended notifications for SAP Business Workflow to inform
    users about new work items.
    You send the notifications by e-mail. The e-mails contain links with the
    following text and empty URLs:
    <(><<)>Action>: Invalid link (SWN155)
    <(><<)>Action> is a placeholder for the actions display work item,
    execute work item, or call workflow inbox.
    In the subscription (transaction SWNCONFIG or SWNADMIN) you define which
    front-end application is to be used to display or execute the work items
    and SAP Workflow inbox.
    The configuration (task visualization) from transaction SWFVISU is also
    applied. If a visualization type (for example, WebDynpro Java) is
    configured for the relevant single-step tasks, this setting overrides
    the setting from the subscription.
    HTTP links or executable attachments are generated in the e-mail to
    enable you to start the selected front-end application from within the
    e-mail.
    If generation is not possible because the configuration is incomplete,
    an HTTP link with the text
    '<(><<)>Action>: Invalid Link (SWN155)' and an empty URL are generated
    instead.
