What causes this issue?

Linkage for the relevent event consumer is activated. This consumer (for
example, a workflow) will not be started for the following events while
the linkage is deactivated. The events are not buffered.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

If possible, change the default settings in transaction SWEQADM.
