What causes this issue?

You cannot delete system &V1&, since the composite role &V2& &V3&
contains a single role &V4&, which is assigned to this system &V1&.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

First delete the assignment of the composite role &V2& &V3&, and then
then try to delete system &V1& again.
