What causes this issue?

The current value <ZH>N</> for the instance profile parameter <ZH>
auth/no_check_in_some_cases</> restricts the functionality of the
authorization default value maintenance as follows:
Transactions SU22, SU24, and SU25 are only available in display mode.
Check indicators maintained for transactions with the value "Do not
check" are ignored. When the transaction is executed, the system
proceeds as though the status "Check" is set.
Other restrictions apply for the use of the Profile Generator
(transaction PFCG).

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

The restriction of the functionalitz of the authorization default value
maintenance and of the Profile Generator with this parameter is
essentially not (or no longer) required. The authorization concept for
this application area offers sufficient options to ensure secure,
auditable operation of productive environments.
Correct the parameter settings or use a more suitable system to maintain
default values.
