The Design time to Runtime change management for Web Service (WS)
configurations (consumers and providers) is currently switched off.
Changes done to design time objects (service definitions, proxy
definitions, message types, service groups, and mapping objects), either
done in the ABAP workbench directly or imported into this SAP system via
the SAP transport system, do not lead to any update attempts of WS
configurations.
That could mean that you may have inconsistencies between the WS runtime
and the design time object used during a WS call and that may lead to WS
runtime issues.
Nevertheless, changes of the design time objects get still recorded
automatically, but not processed until the Design Time to Runtime change
management gets switched on again or the changes get triggered manually
via the transaction WSUPDATECHECK.

This message is just a notice for you, that no automatic adjustments of
WS configurations are getting performed.

How to fix this error?

If this status is currently kept by intension (e.g. during upgrades or
support package imports), then you may remain in this status as long as
required.

If you want to switch the change management into operational mode again,
then you can use the activate button in the transaction WSUPDATECHECK to
do so. That transaction can also always be used to trigger a manual
adjustment process independent of the activation status.
