What causes this issue?

You want to include a keyword in the list of non-permitted terms.
However, this is not possible since the keyword is included in the list
of permitted terms.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

If you want to add this keyword to the list of non-permitted terms, you
have to first delete the keyword in the list of permitted terms.
You cannot use non-permitted terms as keywords for documents. When you
enter keywords, this is checked by the system.
