What causes this issue?

A record can only be created from a model, if the model has the status
Released or Final. If the model is in status Initial or Obsolete, you
cannot create a record using this model.

System Response

You cannot create a record using the model specified.

How to fix this error?

Change the status of the model (if possible), or use a different model
to create the record.
