SQL Monitor can't be started.
Try to activate SQL Monitor with a user that has the required release
authorization (authorization Background Processing: Operations on
Background Jobs, RELE authorization, or object Background Processing:
Background Administrator).
The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
