What causes this issue?

You are not authorized for the action. In customizing and development
projects you need either the value <ZH>A3</> (Change Status) or <ZH>76
</> (Create Documentation) for the field <ZH>ACTVT</> in the
authorization object <ZH>S_PROJECT</> to edit a project. In other
projects the value <ZH>23</> for the field <ZH>ACTVT</> is sufficient.
