What causes this issue?

If no recipient is specified for a spool request, the language of the
cover page cannot be selected according to the recipient's language.
Instead, the system chooses the language of the spool request owner.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

These settings are only relevant if no cover page language is set at
the printer.
