What causes this issue?

If you have not assigned documentation on the <ZK>Documentation (Gen.)
</> tab, the system will only display the documentation available for
the default transaction. In this case, this has been unsuccessful. This
may be due to one of the following reasons:
The SAP documentation for this transaction is not available in this
system. Please install the relevant documentation.
You are using the HtmlHelpFile help type to display the documentation.
Documentation for transactions in the SAP Solution Manager can only be
displayed in PlainHtmlFile, PlainHtmlHttp or DynamicHelp.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Ask the person responsible for the system to make the necessary
adjustments. You can find more information on the help types in the IMG
under <ZK>General Settings ->. Setting Variants for Help (SAP Library)
</>.
