What causes this issue?

The package &V2& is already assigned to switch &V1&.

How to fix this error?

If you want to assign the package &V2& to a different switch, proceed as
follows:
Remove the package from the switch to which is currently assigned. SAve
your changes but do not activate switch.
Assign the package to the new switch.
Activate both switches by selecting them on the activation dialog box.
