What causes this issue?

You tried to edit an element from the class "TOCX". This is not
possible.

System Response

The system does not allow you to edit the element.

How to fix this error?

An element from class "TOCX" has the same element name as the highest
entry in a separate book. The element name is identical to the
structure name. If you really want to maintain the element, you can do
it in the relevant structure.
