What causes this issue?

User is not authorized to read the configuration data.

System Response

Operation continues, but no data is read (i.e. the configuration screens
remain empty, though data might exist).

How to fix this error?

Assign the adequate role to your user:
SAP_BC_SDS_CONF_DISPLAY: Display the configuration data
SAP_BC_SDS_CONF_ADMIN: Display and change (incl. create and
delete) the configuration data

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
