What causes this issue?

The list only contains entries with an empty language or codepage field.
This generally occurs when you create a new destination and have not
copied the list from the remote page. There is a button in the
maintenance interface for this purpose.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Call the maintenance again and either copy the values from the remote
page (choose "Local<Remote") or manually create the entries and fill
the two input columns.
