What causes this issue?

The cascading attribute of the data in every Switch BC Set must
specified. All data must have the same cascading attribute.
Cascading attribute groups:
No cascading: All tables/views in the BC Set have delivery class 'C' or
'A'
Cascading: No tables/views in the BC Set have delivery class 'C' or 'A'

System Response

The BC Set cannot be activated in the system.

How to fix this error?

The developer must correct the BC Set cascading attribute.
