What causes this issue?

The SAP developer responsible has forbidden locking data records of
object &V1& after activation by BC Sets.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

The transaction SOBJ provides detailed information about the BC Set
compatibility of the customizing object. The header information of
object &V1& contains a BC Set compatibility check pushbutton.
Check whether the object data can be activated. If this is not the case,
you cannot lock data records after activation. If activation is
possible ("checked" or "unchecked") fixing data records is explicitly
not wanted. In this case, you can only use the object to document
existing customizing settings (if this application scenario is allowed).
