What causes this issue?

No customizing object has been assigned to the IMG activity. It is not
an organizational activity or a Business Add-In (BADI).

System Response

You cannot put the activity in BC Sets, because no (tabular) customizing
object is assigned to the activity.

How to fix this error?

No object is assigned to the IMG activity. Contact your system
administrator or the SAP developer responsible for the object.

If it is an organizational activity, set the flag in the IMG
maintenance.
If not, assign the correct customizing object or Business Add-In to the
IMG activity (SIMGH).
