    What causes this issue?

You attempted to create an elementary transaction on the next level to
    the elementary transaction you selected.
However, this is not possible in the following situations:
The selected elementary transaction is a complex OTC option (transaction
form 062), a Bermuda option (transaction form 063), or a forward
volatility agreement (transaction form 065) and there is already an
elementary transaction on the next level.
In this case, you cannot create an additional elementary transaction on
the next level down from the elementary transaction.
The elementary transaction you selected is the underlying of a Bermuda
    option (transaction form 063)
In this case, you cannot create an additional elementary transaction on
the next level down from the underlying.
For OTC options (transaction form 061), you can create additional
underlyings in the next level only if the options are basket options.
