What causes this issue?

Recharacterization is allowed between Traditional(type 01) and Roth
IRAs(02) only. In this case amount is exchanged between IRA type
&SYST-MSGV1& and type &SYST-MSGV2&

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Change the accounts involved in contribution or distribution for this
payment order for recharacterization so that the accounts belong to
either Traditional IRA or Roth IRA.
