    If the DataStore object contains data, the DataStore Object cannot be
    activated with the current setting.
    If the DataStore object is empty, activation will be possible.
    Activation (in the target system) will not be possible if the DataStore
    object can be activated in the current system (because the object is
    empty here), but the changes are transported to a system where the
    DataStore object is not empty. In this case, the import will fail.
