    If the DataStore object is empty, activation will be possible without
    the need for remodeling.
    Remodeling (in the target system) will also be needed if the DataStore
    object can be activated in the current system (because the object is
    empty here), but the changes are transported to a system where the
    DataStore object is not empty.
