What causes this issue?

The BW analysis authorization is replicated using BW background user
&V1&. This user cannot be used to replicate the analysis authorization
because s/he does not have important authorizations required to
replicate analysis authorizations to SAP HANA.

System Response

The authorizations cannot be replicated with user &V1&.

How to fix this error?

User &V1& does not have authorization object S_USER_GRP with activity 03
(Display), which is required to replicate the authorizations correctly.
You can either:
Use a different user to replicate the authorizations to SAP HANA
(recommended).
Assign missing authorization object S_USER_GRP with activity 03
(Display) to user &V1&.
If you are replicating the authorizations using a process chain, proceed
as follows to change the executing user:
Call transaction RSPC and open the process chain in edit mode.
From the menu bar, choose Process Chain -> Attributes -> Executing User
and change the user accordingly.

Procedure for System Administrators
