    You cannot use Drag&Drop here. This might be due to the fact that one
    of the requirements has not been fulfilled, or that the Drag&Drop
    function is simply not intended to be used here. If you are in the
    recipe process view and are attempting to copy an operation building
    block to a process that does not yet contain a stage, for example, the
    system will not allow you to do so because the relevant prerequisites
    have not been fulfilled. In this case, you cannot copy the operation to
    the process.

    The system cannot create the object.

    How to fix this error?

    Follow the object hierarchy and make sure that the requirements for
    creating objects (including creating objects using Drag&Drop) have been
    fulfilled.
    In the example above, you have to create a stage in the recipe before
    you can copy the required operation to the process view using Drag
    &Drop.
