    The hierarchy contains at least one node with a NODEID that is initial.
    This applies to the node with InfoObject &V1& and the node name '&V2&'.
    The initial ID can only be used in the fields PARENTID, NEXTID and
    CHILDID.
    An initial entry in the PARENTID field indicates that this node is a
    root node.
    An initial entry in the CHILDID and NEXTID fields indicates that this
    node does not have any lower-level nodes.
