    Several apportionment units are assigned to the settlement variant.
    These include apportionment units that are intended for the owner
    settlement as well as apportionment units that are intended only for
    the tenant settlement.
    These apportionment units can be combined with each other, which means
    that a settlement variant may contain apportionment units for owners
    and tenants. The total of the percentage values must equal 100%.
