What causes this issue?

You have attempted to add a new BP role to a business partner, to change
or delete a BP role, or to carry out an existence check for a BP role
of a business partner. The indicator "all BP roles" causes the relevant
activity to be carried out for all the partner's BP roles that are
assigned to a transferred BP role category.
The indicator therefore is effective only in connection with the BP
role category - a BP role may not be transferred at the same time.
<ZK>Example:</> The BP roles A, B and C are assigned to the BP role
category AA in the Customizing table TB003, with the BP role B
selected as the standard assignment.

The indicator "all BP roles" should be set and transferred to the BP
role category AA if all the BP roles that are assigned to the BP role
category AA should be created for a partner.
If only the BP role (B), which is established via the standard
assignment to the BP role category AA, is supposed to be assigned to
the partner, then the BP role category AA should be transferred, with
the indicator "all BP roles" remaining blank.
