What causes this issue?

To find the account assignment object, you have chosen the strategy
<LS>WBS element for the initiator</> using <LS>Define scenario</> in
Customizing for the notification.
However, only a user has been assigned to the WBS element, and no
person.

Assign a person to the user (HR component: Organization data), or
choose another strategy.
