What causes this issue?

You must enter a prefix. The system combines the prefix and the process
ID to generate an authority object for the process.
Only users that have authorization for the authority object have access
to this process and its steps. You use the transaction SU01 to grant
authorization for the authorization object to users.
Each process should have only one authority object and therefore only
one prefix.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
