What causes this issue?

You have started the report for converting PVS objects into MPL objects
in an environment in which no SAP DIMP is installed.
However, the use of MPL objects is only appropriate in the Configuration
Control (CC) that is part of SAP DIMP.
The conversion can irreparably damage product data, you should therefore
only execute a conversion when it is truly appropriate and necessary.

System Response

The system ends the conversion report and does not allow the
inappropriate conversion.

risks, copy the report to the customer namespace and remove the check.
