What causes this issue?

The employer is an organizational unit that exists as contract partner
for natural persons within the context of personnel assignments. In many
countries, each employer is characterized by a unique number. For
example, in Canada by the business number, and in the USA by the tax ID.
As a result of the data you entered in infotype 0001 (Organizational
Assignment), the employer ' ' (SPACE) would be assigned to the personnel
assignment. This is not permitted in the Concurrent Employment (CE)
environment.
